While looking at table 2.6, it is worth remembering that the situation with Class IV in schools that have primary sections may be only considerably worse. In the 2007–08 study of primary schools, the percentage of schools that had monograde classrooms across all four visits was about 7 percent. Looking at the data from visit 1, it is possible to assume that the same figure for this study may have gone up, but it is still likely to be well below 14 percent. Does this mean that despite the massive recruitment of teachers in the last few years, the huge expansion of schools has not improved classroom organization or grouping substantially in the schools where there are only primary sections? Is this one of the features of “overuniversalization” or of creating schools in every habitation?
